Since 2001, Equality Utah has shaped our state by building bridges to change hearts and minds. We work to ensure LGBTQ Utahns and their families thrive alongside all Utahns.

2015 Made Non-Discrimination the Law

We secured landmark protections for LGBTQ Utahns when Governor Herbert signed SB 296, a historic law making Utah one of the first conservative states to protect LGBTQ people from discrimination in employment and housing.

2016 Established Harvey Milk Blvd

Through collaboration with the Salt Lake City Council and Mayor, we dedicated 20 blocks of downtown’s 900 South as Harvey Milk Boulevard, honoring the pioneering gay rights leader.

2017 Repealed “No Promo Homo”

We overturned Utah’s ‘No Promo Homo’ law with SB 196, which had prohibited discussions of LGBTQ people in public schools, preventing teachers from intervening when LGBTQ students faced bullying.

2019 Passed Hate Crimes Protections

We secured passage of Utah’s first comprehensive hate crimes law, SB 103, ensuring LGBTQ people, minority communities, and religious groups would have protection under state law.

2019 Banned Conversion Therapy

We secured a ban on conversion therapy, working with state regulators to protect LGBTQ minors from the harmful discredited practices aimed at changing a persons sexual orientation or gender identity.

2023 Codified Conversion Therapy Protections

We secured the unanimous passage of HB 228 both in the Utah House and Senate, transforming Utah’s regulatory ban on conversion therapy into permanent state law.

2024 Secured LGBTQ Protections in Religious Freedom Law

We secured unprecedented LGBTQ protections within Utah’s Religious Freedom bill, making Utah one of few states to include LGBTQ safeguards in RFRA legislation that typically undermines these rights.

The 2025 Utah Legislative Session is underway. Our team is at the Utah State Capitol daily, advocating for the rights and liberties of LGBTQ Utahns and their families.

  • SB 86

    Workplace Protection Amendments

    Lowers the number of employees an employer can hire before they are subject to the state anti discrimination statute, from 15 down to 5.

    Status: Introduced in 2025

  • HB 283

    Child and Family Services Amendments

    This bill addresses various aspects of foster care placement. Importantly, the bill considers rooming requirements for foster children, taking into account biological gender and relationship between children; prevents a child from being placed with a family who is not supportive of a child’s gender identity or sexual orientation; does not allow support or lack of support of a child’s LGBTQ status from being determinative in custody or reunification decisions, unless potential for harm to a child exists.

  • HB 269

    Privacy Protections in Sex-designated Areas

    The bill modifies HB 257 from the 2024 Legislative Session, by adding in higher education student housing as a privacy space.  Accordingly, sex segregated student housing on Utah’s public college campuses is restricted by sex or the few exceptions allowed under HB 257 (birth certificate changed plus primary sex characteristic surgery).

  • HB 252

    Transgender State Custody Amendments

    Prohibits the Department of Corrections from allowing an inmate to initiate gender transition by means of cross-sex hormones, primary or secondary sex characteristic surgical procedures. The bill also restricts placement in secure care and youth rooms by gender assigned at birth.

  • HB 250

    Public Employee Gender-specific Language Requirements

    This bill prevents disciplinary action from being taken against a Utah public school teacher for using a name or pronoun other than that requested by the student, so long as done in good faith, or at the request of the student’s parents. The bill also limits disciplinary action from being taken against a government employee for using a name or pronoun other than that requested by another employee, so long as done in good faith or because of a sincerely held religious or moral belief.

  • HB 77

    Flag Display Amendments

    This bill mirrors a bill introduced in the 2024 legislative session that would have banned the display of flags in public school classrooms, including pride flags. This year’s version would allow parents to sue a school for violating the law. Equality Utah remains engaged in discussions around this legislation.
