Marina Lowe
Marina Baginsky Lowe serves as Senior Director of Legal & Legislative Affairs with Equality Utah, where she leads strategic advocacy efforts to advance LGBTQ rights across the state. In this role, she builds and sustains strong, bipartisan relationships with elected officials at every level of government—from members of Congress and U.S. senators to state legislators and local city leaders—driving meaningful policy change and expanding protections for LGBTQ Utahns.
With nearly two decades of experience on Utah’s Capitol Hill, Ms. Lowe has established a distinguished record of legislative success. She has drafted and secured passage of numerous high-impact laws addressing some of the state’s most complex and consequential issues. Her work includes landmark nondiscrimination protections for the LGBTQ community, implementation of Election Day voter registration, and the development of policies regulating police body cameras. She has also been a leading voice in strengthening Fourth Amendment protections in response to emerging technologies, advancing the prohibition of conversion therapy for LGBTQ youth, and championing reforms in bail practices, policing, and correctional conditions. Her portfolio reflects both breadth and depth, spanning civil rights, criminal justice reform, and government accountability.
Prior to her work at Equality Utah, Ms. Lowe served as the Legislative & Policy Director of the ACLU of Utah for fifteen years. Before that she practiced law with the Salt Lake Legal Defenders Association in its Appellate Division, as well as with the international law firm Morgan, Lewis & Bockius LLP in San Francisco, where she focused on commercial litigation and intellectual property counseling and disputes. She was raised in Northern California and, before earning her law degree from the University of California, Hastings College of the Law, spent two years working in marketing at Hewlett-Packard in Grenoble, France—an experience that contributed to her global perspective and multidisciplinary approach to problem-solving.
